Phillip is a chartered civil engineer with over 35 years experience in infrastructure design for development sites in the UK, US, Middle East, North Africa and South Asia. Philip is a multi-disciplinary engineer who specialises in water-related infrastructure. He has a strong background in designing infrastructure for mixed-use developments within urban environments, to meet often evolving and stringent planning and technical constraints.
His wide experience of leading civil engineering teams in UK and overseas offices, enables QVA to identify the optimum design approach that responds to diverse conditions and achieves often conflicting goals. Phillip offers project design services from London, UK, through QVA Consulting. QVA can also offer complementary project services, such as Transport, Environment and Cost Planning, through trusted partners, managed by QVA.
High Road West is the regeneration of Land north and south of White Hart Lane, and to the west of Tottenham High Road. QVA undertook a Due Diligence Study that comprised a Storm and Foul Water drainage strategy and enabling works, and a proposed diversion of the Moselle River culvert. The study identified significant constraints and opportunities that were key to a risk-managed bid for this major regeneration project.
York & Winstanley Estate is the regeneration of a 17 hectare post-war estate on the northern side of Clapham Junction train station, on the course of the lost river Falcon Brook. QVA Consulting undertook a Due Diligence Study that comprised a Storm and Foul Water drainage strategy and enabling works, and a proposed diversion of the Falcon Brook culvert. The study identified significant constraints and opportunities that were key to a risk-manged bid for this major regeneration project.
The regeneration of the Heygate Estate, next to Elephant & Castle Station, to replace old housing stock and provide new commercial space close to central London. QVA Consulting developed a site-wide,phased SUDS strategy, incorporating permeable pavements, soakaways and block attenuation within a new public sewer network, coordinated with new utilities and setting the design constraints for future phases and blocks.
Newport Residential Quarter is a 91-unit residential development based on pre-fabricated timber frame house designs optimised by Trivselhus and JTP Archtects. The design is fabricated largely offsite, installed quickly and meets the very highest current standards of energy and water consumption.
QVA's SuDS and highway designs were vital in securing planning. The proposed infrastructure achieves the highest sustainable standards and reduces flood risk in the local area. The highway design enables the site to be accessed through difficult terrain and balances the earthworks within the steep site.
Lanark Road is a medium-rise residential development, comprising 67 flats and a sports centre, above a habitable basement level.
QVA Consulting's internal storm water and foul water drainage design was coordinated with complex foundations and structure and incorporated large RC pump/storage chambers at basement level.
QVA Consulting's 3D highway rehabilitation design achieved the extremely rigorous statutory limits on crossfalls and longitudinal falls, transforming an extremely uneven existing carriageway to compliant standards of geometry, with the minimum of carriageway reconstruction.
St. John's Hill is a medium-rise residential development, comprising the replacement of original Peabody apartment blocks with modern residential buildings around new public realm and within a new sustainable design framework.
QVA Consulting have worked alongside SISK, the contractor, to design a relevant infrastructure solution that meets cost constraints and still delivers the SUDS and public realm required of modern statutory standards.
QVA Consulting's 3D design modelling has enabled close coordination with architecture, structure and utilities in a BIM environment.
The design, tendering and site supervision of the construction of a new road, new drainage and new utility infrastructure, to serve four 10-storey apartment blocks and 190m of refurbished railway arches, alongside a live Thmeslink route. QVA Consulting worked closely with Paragon ASRA Housing, Walker Construction Consultants, Network Rail, and Spence ltd, to design and deliver shared infrastructure that unlocked the completion of 4 apartment blocks for Paragon ASRA and enabled the letting of 20 railway arches to commercial tenants by The Arch Company (formerly Network Rail).
A new Lidl store to serve a small rural town in the Forest of Dean. QVA Consulting have worked alongside the utilities consultant Gattica, architect, structural engineer and Lidl's construction team, to overcome difficult space constraints and achieve a SUDS solution that incorporates a diverted surface water sewer under the new store. Negotiations by QVA Consulting with the Environment Agency and Forest of Dean Local Lead Flood Authority, successfully achieved agreement on the status of local land drainage and avoided the misapplication of statutory consultation mechanisms to the diversion. Delay to construction was therefore minimised and enabling works could remain within Lidl's control.
Lewisham Gateway is a £375M regeneration project in south east London that provides Lewisham town centre with new mixed-use buildings and public realm, set in the confluence of the Quaggy and Ravensbourne Rivers.
QVA Consulting undertook the concept and detail design of the diversion and restoration of the previously channelised urban watercourses (Quaggy and Ravensbourne Rivers) to create an improved natural habitat, amenity space and flood protection within a new urban mixed-use development.
QVA Consulting also undertook the detail design of the diversion of a 180m length of a 1.8m diameter, live, combined trunk sewer, and associated TfL highway structures.
QVA have designed the Best Practice and innovative SuDS network for the improved Junction 9 on the M3 near Southampton. The network of filter drains, swales and basins incorporate filtration and retention times in excess of standards to safeguard runoff quality for the adjacent River Itchen chalk stream.
QVA Consulting have undertaken the storm water attenuation and foul water drainage design for a new halls of residence in Guildford. The design meets stringent statutory constraints and overcomes tight space constraints created by building foundations that occupy the majority of the site.
The Dunard Centre is a new concert hall located behind an existing Georgian residence in New Town, Edinburgh. The new building includes a three-level basement and occupies a tight space bounded on all sides by Edinburgh's elegant New Town buildings. The civil engineering design overcomes the need for flood management to greenfield standards in a constrained urban setting. A high quality paving palette is engineered to withstand heavy loads whilst supported over an insulated basement and sub-surface root protection features. The below ground infrastructure is modelled in Civils 3D and Revit to enable coordination with structure and utilities in this extremely congested site.
New 18-hole championship and 9-hole links golf courses covering 197 hectares, set within Education City in Doha. QVA Consulting undertook an extensive site-wide hydraulic study to create an integrated system of turf drainage, building drainage, wadis, lakes and re-circulation mains that manage the multiple goals of surface water flood control, lake circulation, golf course irrigation and irrigation water storage all at surface, and all in a form that blended in to the golf course design, amenity space and landscaping by Olazabal.
QVA have undertaken the flood risk assessment and design of storm and waste water networks at the new Lake 10 development, which will comprise a Yoga & Well-Being Centre and associated holiday lodges. The site is surrounded by large open water that QVA has incorporated into the management and treatment of new runoff.
